An invitation to participate in an evaluation of the operation of the Ombudsman de Gatineau
In February 2019, by its resolution CM-2019-100, the Municipal Council of Ville de Gatineau created the function of Ombudsman. Within the framework of this revision of the structure and after more than two years of implementation of a new intervention model, the Ombudsman de Gatineau is engaged in a process of reflection on the actions undertaken to carry out his mandate in accordance with his responsibilities and powers.
In a perspective of continuous improvement and in order to obtain convincing results, I have retained the services of a recognized consultant specialized in the field of evaluation. Mr. Benoît Gauthier, of Circum Network Inc. is a qualified appraiser and member of the Canadian Evaluation Society.
We believe it is important to gather the perspective of the various parties involved, including citizens, community groups, elected officials and municipal civil servants. Other municipal ombudsman offices will be involved in the development of the guides and questionnaires.
Stakeholders will be able to comment on the quality criteria of the ombudsman function, including independence, impartiality (objectivity and neutrality), fairness (justice), confidentiality, efficiency, transparency, stakeholder trust and credibility, either through a self-administered online questionnaire or through individual interviews in virtual mode.
Mr. Gauthier is fully responsible for all work. He has scheduled in November and December 2021 the mailing of the surveys to the members of the Municipal Council and to the citizens who have used the services of the Ombudsman de Gatineau. The individual interviews with the municipal officials and the targeted community groups will take place in January and February 2021.
